PPOA Board Meeting 6/19/2025 Minutes

Call To Order

A meeting of the Potawatomi Property Owner Association Board of Directors was called to order by Shaun Waggoner at 6:00pm. Also in attendance were Board members Bob DeMeyer and Chrissy Johnson, with 7 Potawatomi community members in attendance.

Minutes were taken.

 

Approval of Minutes

The minutes from the 5/22/2025 PPOA board meeting were posted on the PPOA Website and copies were made available to any community members in attendance. Shaun made a motion to approve, Bob Second the motion. Those minutes were approved unanimously by voice vote.

 

Approval of Agenda

The agenda for this meeting was posted on the PPOA Website and copies have been made available for any community members in attendance. Chrissy made a motion to approve, Shaun Second the motion. The agenda was unanimously approved by voice vote.

 

Announcements

Shaun opened the meeting by thanking his fellow board and community members for cleaning up the island, after recent storms. He also thanked community volunteers Wade Juntunen, Rick Tello and Dennis Johnson for the voluntary time and effort they put into maintaining our grounds. Everything looks great. It was decided that a recap of the minutes from recent meetings was important for members in attendance because so much of this meeting was simply giving updates. We also talked about the fact that this 6:00 meeting was scheduled because several community members asked that we have an evening meeting. It’s disappointing that only 7 people are in attendance, but we sincerely appreciate those who did come and look forward to input. We likely will not schedule future evening meeting as it is not convenient for current board members.

 

 

Status of PPOA Board

Shaun talked about the difficult position we are currently in with only three board members trying to complete tasks usually distributed between at least five board members and volunteers. No one in attendance stepped forward to volunteer as a board member but they did assure us that they could offer time as volunteers. We appreciate that.

Please, if you are interested, or know of other community members interested in joining the board we would love to talk with them.

 

Common Facilities

The septic tanks on the island and campground were pumped, with County Registration, by Amundson. The waste pipe on the accessory sink in the Wanigan has broken. We plan to replace it as time permits. Dennis Johnson installed a new supply valve so water cannot accidentally be turned on. The Wanigan and Island shower buildings are open 24/7 for the remainder of the summer season. Kate Waggoner is cleaning it as necessary. Someone from the board checks these buildings daily but we ask the community to let us know if they see anything that needs attention. We are quite annoyed that toilet paper and paper towels disappear way faster than they should and that it is obvious that bags of personal garbage are being dumped in the Wanigan garbage can. Very disappointing. A date has not been set when those buildings will be closed in the fall. The campground shower building and dumpster will be open when campers are there. Our Health Department licenses were renewed through June 30, 2026. Those permits will be posted on site after we receive them. We are certain there will be a surprise inspection in July. We are making every effort to keep our common buildings clean and to thoroughly clean cabins after each rental. Kate is doing a great job cleaning, but we are certain there will be repairs and/or modifications necessary to appease the Health Department.

 

Administrative Report

Chrissy is doing a great job communicating with our community and our renters. She is getting visitors checked in and out and she has received some nice compliments. She said we are still running a bit behind last year with cabin and campground rentals. We made a decision to offer a long term discount to 3 campers who are sponsored by Kent Mackey. They are union electricians working on the Drummond school project. They will be occupying one site with electricity and an adjacent site without electricity. They will only be camping Monday-Thursday but would like to leave campers and tents. We will charge them $210 each week. They are expected to be with us through September and have agreed to move their campers for two previously scheduled rentals. It was agreed, with some community input, that we explore opportunities to offer more seasonal or long-term camping. This would require that we investigate and repair the issues with the electric and water availability in the campsites. Shaun made a motion to approve up to $3,000 to diagnose the issues and come up with a plan. Bob Second that motion. A voice vote was taken. Motion passed with no opposition. Bob will investigate the flashing issue around the Lakeview chimney and will repair as needed. The garbage cans on the Island beach are filling up way faster than expected. Bob will take on the responsibility of checking and dumping those as needed.

 

 

 

 

Treasurers Report and Financials

Checks for annual dues are pacing behind last year. We encourage the community to let us know if an invoice was not received. Feel free to send the check without an invoice as the dues are the same as last year. We are hoping that a future paperless system that eliminates the USPS can be adopted.

Shaun is working on our upcoming insurance renewal. It appears we can expected a 15-20% increase. Our second half property taxes will be paid by month end. Our 2nd Quarter sales tax report will be generated by month end and payment made in July. Our cash assets are very similar to last year after paying our vendors for spring opening services. No major projects are planned at this time.

 

The Treasurers Report was reviewed by the board and members of the community in attendance. Chrissy made a motion to approve the report, Bob second the motion, motion unanimously passed with voice vote.

Current funds. Checking – $37,286 Saving – $104,117

Almost exactly the same as last year at this time.

 

Discuss Special Consideration Request from 2024 Land Sale

At a special board meeting in August 2024, it was discussed and a motion passed to cancel all the sales agreements. Buyers were notified. All but one of those buyers agreed to terminate the sale. This past week, the Millers cancelled that sale but ask that we create a Covenant amendment that would require that after the community approve any land sale, those who own adjacent property be given sufficient notice and first opportunity to purchase said property. Bob Miller was in attendance and participated in a discussion that included input from all in attendance. Patrick and Wendy Brittan agreed. They too want an opportunity to purchase the adjacent community lot, if listed for sale. We, as a board, totally agree. We will do everything we can to ensure the community that we will notify all adjacent landowners, as well as the entire community, if a land sale were to be purposed, but will not pursue a Covenant change at this time.

 

Firewise

We had a successful chipping event on 6/9. Only one pile was missed! That community member has agreed to keep the pile until the September chipping event rather than pay the chipping company to come back now. Shaun worked closely with the chipping company and both he and Bob made sure things went smoothly on chipping day. Those efforts helped save our community nearly $3,000. We were able to chip almost the same number of piles in just 7 hours, rather than the 15 hours it took last year. Total cost $2,110, which will be totally refunded by the state Firewise program. There was discussion about a July Firewise community education event but a date was not set because we likely do not have enough time or people to host the event. Our fall chipping event will likely be after September 8th.

 

 

Public Comment

Patrick Brittan liked our discussion about improving the campground. He talked about how some of the money in our savings account was donated specifically for the well at the campground and how disappointing it is that there is no water to campsites. He talked about past long term campers and was pleased this board is interested in this possibility. He also reiterated that he would be interested in purchasing the lot adjacent to his and that he would consider becoming a board member in the future. Bob Miller thanked us for recognizing the importance of a first right of refusal by adjacent land owners. He also said he would consider serving on the board in the future. Mike Knutson agreed to keep his pile until the fall chipping event. Matt & Tara Hentges asked about island parking passes and others joined in with their thoughts. The three new board members were surprised at the importance put on these passes and heard stories of past unfortunate encounters because people didn’t have a pass. We are currently distributing parking passes to cabin renters but have not spent any time randomly checking passes on the island. We are disappointed at all the paper goods that keep disappearing from the Wanigan and shower house. We are also disappointed at garbage being left in the Wanigan trash. Maybe parking passes and more monitoring would help? Unfortunately, with just three board members we do not have the time to constantly monitor the island. If someone wants to volunteer to regularly check passes, we will consider coming up with a way to distribute passes to day users.
