Meeting minute June 21, 2022
Call to Order
A meeting of the Potawatomi Property Owners Association (PPOA) Board of Directors (BoD) was called to order by Rob Lynch at 6:30 p.m. at the Wanigan Board Room. In attendance were Rob Lynch, Rick Tello, Bill Van Vlack, April Powell and Michelle Boheim. Joe Girten attended the meeting via video conference. A quorum was present. Minutes were taken. The meeting was recorded.
Announcements
Rob gave homeowners information to be filed to Michelle. Reminder to use reimbursement forms if need be.
Correspondence
Rob received email complaints from other members about the weekend rental people. Rob read each email to the Board. They complained about motorcycles around Island Lake and loud offensive music coming from the Caretaker. So offensive with racial slurs, they could not be outside with their grandchildren and enjoy their property.
Rob reminded that we are authorities or the police nor should we get involved with these types of disturbances. The Bayfield County Sheriff’s Department should be called when there are these types of issues.
Rick received correspondence from the State of WI regarding unlawful gambling in commercial properties, though PPOA would never consider that.
Approval of the Agenda
Michelle made a motion to approve the agenda. Joe seconded. All ayes. Motion carried.
Approval of Minutes from April 30, 2022
Rick made a motion to approve the minutes. April seconded. All ayes. Motion carried.
Membership Comment Period
No members present.
Treasurer’s Report
Rick presented the Treasurer’s Report. Bill made a motion to approve the Treasurer’s Report. Michelle
seconded. All ayes. Motion carried.
Operations
Rental reservations update- April and Rob reported that the cabins and Wanigan were in good shape after the last renters departed. Rob stated that PPOA will no longer provide rolls of paper towels to the cabins. They are very expensive and we seem to be going through them very quickly.
Buildings and grounds update(s)- Many of the tasks from the project list have been completed. Priority now is to move the picnic tables and set up fire rings at the campground. The
dumpsters were placed on Tuesday; however, they were placed in the previous locations. Rick will call to have them relocated to the new areas.
Firewise update-The chipping has been completed. Board members have received thank yous and positive feedback from members. Rick has arranged a Firewise event with the DNR folks. This will be held at the Archery Range on Saturday, July 23, 2022 time to be determined, There will be two fire trucks and the DNR Firewise folks will be available for questions and handouts. Free hot dogs will be served. Rick will be placing signs prior to the event.
Old Business
Sale of PPOA common property-Rob tabled this.
Island Boats-liability/insurance-Rob indicated that this topic has been on the previous two Board agendas and it was time to make a decision one way or the other. Rob said he was stepping down from the Chair position and transferred control of the meeting to Rick. Then Rob made a motion to remove all boats from service, so we could discuss it. Rick asked for a second on the motion. April seconded. Board discussed the liability issues as well as the pros and cons of keeping boats in service. Rick stated he did not want to remove all of the boats. He would consider removing all but one to keep in service. Rob asked for a vote on the standing motion. 4 ayes. 2 nays. Motion carried. Boats to be removed.
New Business
Property transfer fee-Rob presented a draft Resolution to Establish a Fee for Property Transfers within the Association. The Association is required to complete forms and paperwork for property ownership changes and requires a significant amount of resources, time, and
electronic and phone communications. This resolution will result in a fee charged for all property ownership transfers within the Potawatomi Estates. This is setting a fee structure, not an assessment fee. Board discussed. Bill made a motion to move forward with this fee structure. Joe seconded, All ayes. Motion carried. Rob will draw up papers for the Board to sign at next meeting.

Bill made a motion to adjourn the meeting. Rick seconded. All ayes. Motion carried. Meeting was adjourned at 8:09 p.m.
